The protagonists
Jason Duval
Jason grew up surrounded by grifters and small-time crooks. He did a stint in the Army, then went to work for drug runners in the Leonida Keys. Rockstar describes him as someone who wants an easy life but can't find one. Meeting Lucia might change that.
Lucia Caminos
Lucia learned to fight when she was very young. Fighting for her family landed her in Leonida Penitentiary. Now she's out, and she wants the good life her mother has dreamed about since their days in Liberty City. Rockstar presents Jason as her potential way forward.
Supporting characters
Cal Hampton
Cal is Jason's friend and works with Brian. He'd rather stay home with a few beers and listen in on Coast Guard radio traffic, and he's openly suspicious of the government. Rockstar plays up his paranoia and how content he is with a quiet life.
Boobie Ike
Rockstar calls Boobie a local Vice City legend. He turned his street reputation into a legitimate business empire of real estate, a strip club and a recording studio. He co-runs the label Only Raw Records with Dre'Quan Priest.
Dre'Quan Priest
Dre'Quan sold on the street before he turned to music, and Rockstar frames him as more hustler than gangster. He signed Real Dimez to Only Raw Records, books acts at Boobie's strip club and wants to break into the Vice City music scene.
Real Dimez (Bae-Luxe and Roxy)
Bae-Luxe and Roxy have been friends since high school. They make rap music and keep up a constant social media presence. After an early hit with DWNPLY, they signed to Only Raw Records.
Raul Bautista
Raul is a seasoned bank robber with confidence and charm. He looks for talented people who'll take big risks, and Rockstar notes his recklessness makes every job more dangerous for his crew.
Brian Heder
Brian is a veteran drug runner from the Keys' old smuggling days. He now runs a boat yard with his third wife, Lori, and lets others do his dirty work. Jason lives rent-free in one of Brian's properties in exchange for helping with local shakedowns.
What's not confirmed
- Story roles and outcomes. Rockstar hasn't said which characters are allies, rivals or targets, or how the story ends for anyone.
- Voice actors. Rockstar hasn't officially credited the cast. Fan and media guesses aren't confirmed.
- Other named characters. Trailers and screenshots show many more people, but only these eight profiles come with official names and bios. We leave out leaked and fan-identified characters.
We'll update this page if Rockstar adds more profiles before or after the November 19, 2026 launch.
